Memorandum from Workforce One Ltd

  1.  William Roe is a Director of Workforce One Ltd, a specialist consultancy and design company that provides solutions to workforce issues for governments, companies and communities. The company is based in the UK and works both here and internationally.

  2.  Workforce One Ltd was established in 1999 to bring together the skills, experience and insights of a group of specialists with substantial experience of tackling unemployment, social exclusion, recruitment and retention, and workforce development and investment issues.

  3.  Its two Directors each have over 20 years' experience of analyzing problems and designing solutions to workforce issues at national, regional and local level. Their experience includes:

    —  Designing and managing British Shipbuilders Enterprise Ltd in Scotland, created to tackle major redundancy and transition issues when BS closed its shipyards on the Clyde in the 1980's;

    —  Helping create a new international company—Citizen Connect Ltd—to develop multimedia software tools and services for individuals to empower them to make well-informed decisions about their jobs and careers in a dynamic labour market. The first product—Futures—has been assessed by the University for Industry as the best in the world and has been licensed by it to serve the needs of all its learners;

    —  Helping create and support the two most successful Intermediate Labour Market organizations in the UK—The Wise Group and Glasgow Works;

    —  Carrying out an independent review of the effectiveness of the prototype Employment Zones in England, Scotland and Wales;

    —  Managing the European Commission's first 5-year Action Programme to counter long-term unemployment in the 1980's;

    —  Providing strategic planning and review services for New Deal Partnerships in many parts of the UK; and helping these Partnerships maximize their effectiveness;

    —  Conducting a ground-breaking review and development strategy for all the services available to unemployed people in Lanarkshire. The review has subsequently led to the implementation of a multi-agency strategy to transform information, advice, guidance, placement and support services into a unified, quality assured, commonly-branded network.

    —  Working with private sector companies to create a demand-led Centre to Excellence for Access to Employment and Learning both for unemployed people and existing employees in Edinburgh.
