Memorandum from the National Governors' Council

  Although no definite deadline was given for evidence, I believe you were hoping for responses by the beginning of October.

  Given that we are still waiting on draft legislation from the DfEE, we have little comment to make at this stage, except a few very general points:

    —  eating together is a primitive social function enabling many positive benefits;

    —  balanced nutrition is an essential precursor to education. Many pieces of work link intelligence to nutrition. Note experiments where schools are offering free breakfasts;

    —  there must be caution on the issue in which McDonalds were successfully accused of exploiting children in the McLibel case; and

    —  provision is not sufficient. Promotion is also necessary. Bangor University in "British Food Journal" 100-3 '98 pp 133-139 showed lasting benefits from the simplest promotion.

  We would very much like to give oral evidence if and when the opportunity arises.
