SUPPLEMENTARY MEMORANDUM FROM CHRIS WOODHEAD, HER MAJESTY'S CHIEF INSPECTOR OF SCHOOLS (OAR 17)

  Following the meeting last week, I thought you should see the following papers which you may not have had in relation to our discussions with the CRE:[8]

    —  Letter dated 9 June from Susie Parsons enclosing, for the first time, the text of the report, offering us "assistance" in considering the findings and asking to explore with us how we might "co-operate in the launch". My reply of 29 June, pointing out some of the flaws and seeking a meeting. Susie Parsons' reply of 6 July, stating that "this meeting will not influence the context of the report".

    —  OFSTEDs internal critique of the research. The conclusion notes that no attempt was made to discuss the way the evidence supplied by OFSTED was to be used.

    —  16 October letter from Gurbux Singh and my reply, repeating the offer to meet.

  I hope this helps to set the record straight. We see no reason to commission further research, particularly when we have our own well-established mechanisms for monitoring the way in which inspections are conducted. We plan to have a particular focus on the reporting of inclusion, and particularly racial equality issues, in monitoring inspections from January 2001. Prior to this, we shall remind all inspection contractors of the need to strengthen this aspect of reporting, supplementing the guidance we have already sent to all inspectors.
