APPENDIX 1

Memorandum from UNISON

In relation to the above inquiry, UNISON wishes to make the following brief points:

    1.  We believe that there should be more transparency in the process of arriving at the new price determinations. It would help all those involved if there was a greater understanding of the issues involved, and the reasons behind the eventual determinations.

    2.  There is some evidence to suggest that the 1999-2005 determinations did not address certain environmental obligations. For example, our members in the industry tell us that addressing the problem of sewer flooding will not be possible within the determinations.

  Although these comments are brief, we believe they are important and hope they assist the Committee in carrying out the inquiry.
