HARINGEY NEW COMMITMENT TO REGENERATION

WHO IS INVOLVED?

  The New Commitment work is being taken forward by the Haringey Regeneration Partnership which has eighteen organisations represented on the Steering Group. The members include: the London Borough of Haringey, Haringey Community Regeneration Network, Haringey Race Equality Council, Middlesex University, Housing Association, South East TUC, Metropolitan Police, GoL, College of North East London, Voluntary Action Haringey, North London TEC, Enfield and Haringey Health Authority, the Employment Service and the London Development Partnership.

SUMMARY OF APPROACH/TIMING

  The Strategic Vision for the New Commitment pathfinder provides an action plan for the strategy for Haringey. This Strategy is based around a number of broad action principles with a more detailed action plan for developing as the partnership grows. The strategy has been developed through a wide consultation with a range of partners and stakeholders.

DISTINCTIVE THEMES

  Haringey have a vision for a vibrant and sustainable community, built within the context of a diverse network of communities, which aims to ensure that Haringey is a place where people choose to live for the quality of life which the area offers.

  Haringey New Commitment has developed a number of regeneration themes:

    —  Tackling social cohesion (explores the levels of deprivation in the area; the cultural diversity; plans to tackle unemployment; ways to improve qualifications and skills; tackling homelessness; and addressing racial discrimination and promoting equal opportunities).

    —  Improving the borough's competitiveness and sustainability (this draws on a competitiveness audit study undertaken by the Local Futures Group. This uses an approach which integrates economy, equity, and environment).

    —  Neighbourhood renewal which connects people and places locally (focuses work on two or three priority neighbourhoods which reflect local wishes and focus on:

      —  Improving the housing stock.

      —  Enhancing the environment and local amenities.

      —  Improving community safety.

      —  Improving residents health.

      —  Supporting community development.

    —  Partnership development (NCR is the first borough-wide regeneration partnership in Haringey. The partnership has four elements—Haringey-wide regeneration partnership; borough-wide strategic partnerships; area-based partnerships; neighbourhood partnerships).

  The Vision and Strategy is accompanied by a thorough analysis of local circumstances. For each of the regeneration themes there is detailed analysis and a plan of action.

ALIGNING MAINSTREAM RESOURCES

  Mapping of existing mainstream resources is seen as the first stage. This will then provide input to the regeneration partners for the planning and budgeting processes for 2000-2001.

  The Strategy provides an analysis of the existing programmes in the area. These include £12 million from SRB, £4 billion of housing investment over the next three years; New Deal for Communities; Sure start; Education, employment, and Health Action Zones. More detailed analysis will follow.
