Memorandum by Norfolk Constabulary Police Headquarters (TF 37)

  I refer to your letter of the 4 February. Based on our experience in Norfolk, there is no evidence of increased crime during visits of Travelling Fairs to towns in the County. Also, there is no suggestion that the cost of policing such Fairs has increased in recent years.
