1. WINTER QUARTERS
AND YARD
PLANNING PERMISSIONS
While it is felt Circular 22/91 has been most
useful we feel it should be upgraded to a more forceful document.
In the light of Educational and HSE requirements the shortage
of Showmans Yards is continuing to cause problems.
2. YARD BUSINESS
RATES
Should clearly reflect that for at least six
months each year they are empty. Furthermore the valuation of
living vans is too high.
3. DIRECT ADVERTISING
The Town and County Planning Act as applied
to the control of Advertisement Regulations has over the years
become far too narrow. The section relating to Fairs and Circus
requires a more liberal concept.
4. HISTORIC MACHINES/TACKLE
DENIED SITES
AT HISTORIC
FAIRS
Old and often Charter Fairs run by Guild or
Guild Showmen deny sites to SIRPS members due to Guild Closed
Shop.
5. BENEFIT PAYMENTS
The state effectively undermines the bottom
end of the labour market. Benefit payments are often higher than
the lowest wages. This particularly affects showmen. The minimum
wage is not a problem.
6. EMPLOYMENT
LAW
The new Employment Relations Act unreasonable
in its demands, impossible to maintain some older amusements under
these conditions. Fails to allow for an industry using casual
labour.
