Supplementary memorandum by Freight on
Rail (RH 19A)
I am writing on behalf of Freight on Rail, concerning
oral evidence given to the Sub-committee at 16.45 on Wednesday,
22 March.
While giving this evidence, reference was made
to analysis produced by consultants working for English Welsh
& Scottish Railway (EWS). This work clearly indicates that
by applying international best practice, there is considerable
scope to reduce the cost of providing access for freight trains
to the railway network.
A copy of a report which summarises the consultants'
findings is attached.
Were Railtrack to follow the recommendations
of the report, a reduction of some 30 per cent would be possible
in the current freight access charges which they make to EWS.
Further savings are possible through productivity improvements
on the part of Railtrack.
EWS would be happy to discuss the report in
greater detail with the Transport Sub-committee.
