  580. But how far is the possibility of structure, of change, actually stopping people getting on with the job at the moment?
  (Mr Meacher) Not at all. As you can see we are getting on with it fine and dandy.

  581. We have got on the record your very firm "not at all", but we have not got Elliot's hesitation.
  (Mr Morley) Michael is absolutely right. I absolutely agree with him on this. All I was going to say, if I can be frank with the Committee, is whenever there are discussions about change it does bring out an instability about the staff who work for us and I think that it is probably better that sooner or later a decision should be taken that either such change will come or not come.

  582. When will that decision be made and when will the House be told?
  (Mr Morley) That is not within my remit.
