Conclusions
108. The Planning Inspectorate performs an extremely
important task and we conclude that, in most aspects of its work,
it is doing an excellent job. Nevertheless, there are some aspects
of its work, particularly the handling of complaints, which now
appear curiously outmoded and inappropriate. The Inspectorate
must continue to work harder to change its culture: its recruitment
practices must be overhauled and a fundamental shift of attitude
is required to make the organisation a more open and transparent
one. We have made a number of recommendations which we hope will
go a long way towards correcting these problems.
109. On the longer-term debate over the future
format of planning appeals and the Inspectorate's role, we were
made aware that there are many pressures for change, some of which
may shortly require a radical overhaul of the planning appeal
system. Government appear to be ducking this challenge: this report
is a challenge to them to provide leadership and direction on
how to anticipate and manage the necessary changes.
