ANNEX I: Detail on Types of Complaints as Quality Testing

Greater published detail would assist in bringing about an improvement in standards. The number of complaints deemed to be 'justified' and 'unjustified' should be published. Further, statistics should be published, broken down by the following categories:

  • Administrative matters arising before and after the mediation, site inspection, hearing, inquiry or Secretary of State inquiry;
  • Complaints made against Inspectors relating to their conduct of the mediation, site inspection, hearing, inquiry, Secretary of State inquiry;
  • Complaints relating to Inspectors' reports/decisions; and
  • Complaints made by local authorities and other parties relating to breach of contractual arrangements by the Planning Inspectorate to hold inquiries on their behalf (e.g. late delivery of a report into a development plan inquiry)
