THE IMPLICATIONS OF THE EUROPEAN COMMISSION RULING ON GAP FUNDING SCHEMES FOR URBAN REGENERATION IN ENGLAND

On the question of alternative schemes to replace funding, the proposals put forward by the Urban Task Force so far would seem to require funding as opposed to being measures which could provide funding.

  For some time now there have been requests to level VAT on new building and refurbishment. Indeed there was disappointment that the Budget did not include this. There have also been requests for full Council Tax to be payable on second homes.

  We strongly request that these and other fiscal measures should be brought in, not only to provide funding but to give incentive to renewal of urban areas where there is good access to public transport.
