Whilst we note the Minister's comments, there are a number of points on which we would welcome clarification from her before we clear this document. First, whilst we recognise the general level of political support for the school milk scheme, it is not clear whether the Government regards it principally as a better means than other Community-funded schemes in the dairy sector of helping to reduce the milk surplus, or as a useful health and nutritional measure. The wording in the Minister's Explanatory Memorandum recorded in paragraph 9.7 above suggests that the former is the case. Secondly, we were under the impression that the Government was in general in favour of co-financing under the CAP, and we assume that its opposition in this case is simply to one particular proposal being singled out for such treatment. Thirdly, since the dairy industry are said to benefit from the current scheme, it is not immediately clear why they would be unwilling to provide funding for its continuation. Finally, the Minister reports the outcome of the consultations that have taken place with dairy industry organisations, who not surprisingly want the scheme to continue with 100% Community funding. She does not, however, say whether health and nutritional interests have been consulted, and, if so, how far they support this scheme.
