As you are already well aware, there are "Twinning"
programmes in both of the European Commission's Tacis and Phare
programmes. Since you have approached Commissioner Verheugen regarding
the Phare "Twinning" programmes, I would like to answer
your letter by giving some general information related mainly
to the Tacis "Twinning" programmes.
The information you have received from the British
Government refers to a number of different Phare projects and
one Tacis project: "Upgrading the Capabilities and Efficiency
of the Russian Federation Ministry of Economy".
For this Tacis project the data you have requested
on Member States' participation is not readily available. While
we get the information we need to assess the impact of the projects
in beneficiary countries, my services do not always receive full
information of the breakdown of Member States' experts involved.
However, the list you have been provided does
not contain information on another programme that may interest
you: the "Tacis City Twinning". During its pilot phase
1995-98, the Tacis City Twinning programme received 180 applications
(UK representing 13), of which 86 project proposals were selected
(of which 10 from UK). Tacis co-financing for each project is
80 per cent up to a maximum of 100.000, thus resulting in a total
of 8.6 million. Please find attached tables on the distribution
of projects among EU Member States with NIS partners that provide
the required indication of British involvement in the Tacis City
Twinning Programme.
