Letter from the FCO to the Second Clerk of the Committee on the Annual Report on Human Rights, 19 January 2000

  In your letter of 11 January you asked for further information on a number of topics arising from the FCO's last memorandum to the Committee on human rights.

  Mark Hutton has written today to Paul Silk with further comments on EU human, rights reports.

  Your letter also asked about humanitarian intervention. Discussion of our draft proposals on humanitarian intervention with our international partners is continuing on an informal basis. As you predicted in your letter, I am afraid we are not therefore in a position to give the Committee further details at present. But we will do so as soon as we have had time to take on board partners' initial comments.

  Investigations into the allegations in The Independent that UK-made leg-irons are on sale in the US are continuing but have not yet been completed. We are keen to ensure that the full facts about this case are established before informing the Committee of the results of our investigations. As soon as this has been done, we will write to the Committee.
