Further supplementary memorandum by the Parliamentary Communications Directorate

CENTRAL PROVISION OF IT


INTRODUCTION

  As requested by the Committee PCD has prepared a schedule of indicative costs for providing IT to Members and their staff.

  Comparisons have been drawn with the Welsh and Northern Irish assemblies and the Scottish Parliament, previous work undertaken on a Westminster model have also been updated.

  Looking beyond the provision of standard equipment one might anticipate further service developments perhaps encompassing the delivery of IT/IS training and the development of IS/IT software solutions for the benefits of all members—this could be embodied in the a Member Support Unit. Existing initiatives, such as VPN, have not been included in this paper since they are subject to separate consideration. Nevertheless it is important to note that central provision of IT will lead to greater use of the PDVN and IT services generally that will have a financial consequence.

  Key assumptions are given below followed by a schedule of cost comparisons.

KEY NOTES

    1.  All costs are based on products identified in the GCAT catalogue.
    2.  Supplier websites have been used for indicative leasing and maintenance costs.
    3.  All costs are quoted excluding VAT.
    4.  It is assumed that all members (659) make full use of the service.
    5.  It is assumed that a third party provides maintenance for constituency offices and that most equipment remains on the Westminster site.

MAINTENANCE

  Provisional costs of maintenance:

    —  Same day constituency support—£167,000 pa
    —  Next day constituency support—£111,000 pa.

Service Management and Development

  Three staff to manage contract with third party supplier and also to lead development of Support Service—approximate cost £70,000 pa—not including on costs.

  Notional allocation of £200,000 pa to enable and implement service developments.

      Equipment: £4,205,079 (four yearly cost)
      Maintenance: £167,000 pa
      Serv. Mangt/Devpt: £270,000 pa.
