        Motion made, and Question proposed, That an humble Address be presented to Her Majesty, as follows:

        Most Gracious Sovereign,

        We, Your Majesty's most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament— (Sir John Morris).

        As an Amendment to the Address, at end add—

        `But humbly regret that the Gracious Speech made little mention of Scotland, offered little to the people of Scotland, and manifestly failed to address many of the key concerns of families and communities across Scotland; further regret that it offered nothing to halt the decline in manufacturing in Scotland, failed to address the problems associated with the strength of the pound against the euro and the Government's prevarication over entry into the Euro-zone, failed to remedy the inequality which means that year on year spending on schools and hospitals in communities across Scotland will increase more slowly than in the rest of the UK, did nothing to tackle the persistently and unsustainably high fuel costs which mean that motorists in Scotland, the largest oil producer in the European Union, pay the highest fuel taxes in Europe, did nothing to guarantee fair and consistent increases in the state pension as of right in line with earnings, did nothing to improve the reliablity and safety of the rail network; further note that a number of the measures announced are already underway in the Scottish Parliament; and believe that an independent Scottish Parliament would have a stronger feel for the priorities of the people of Scotland and would deliver on them more effectively for Scotland.'.

        As an Amendment to the Address, at end add—

        `But humbly regret that the Gracious Speech makes no mention of the decline in police numbers since 1997; note the continuing failure of many of the Government's measures to combat youth crime and that the Government remains committed to the early release from jail of thousands of criminals; deplore the Government's further attempt to restrict the right to trial by jury and its failure to put forward any measures to strengthen the rights of victims of crime, or to make prisons more purposeful, or sentencing more transparent, or to clear up the chaos in the asylym system; and further regret the absence of measures to halt the decline of inner cities and the failure to create a coherent programme of actions since 1997 to address the conditions that give rise to the growth of crime in deprived urban areas, notably poorly-maintained housing, rising homelessness, increasing numbers of empty houses and failing inner city schools, which have combined with the Government's commitment to building on green fields to perpetuate migration from inner cities.'.

FISHERIES: TOTAL ALLOWABLE CATCHES AND QUOTAS 2001    [No debate]

        That this House takes note of the Unnumbered Explanatory Memorandum of 28th November relating to the fixing of fishing opportunities for 2001 and certain conditions under which they may be fished; recognises that a number of fish stocks have fallen to particularly low levels; and supports the Government's intention to sustain stocks for the future, and assist recovery of those stocks which are in danger of collapse, while negotiating the best possible fishing opportunities for UK fishermen.
