TOBACCO ADVERTISING AND PROMOTION BILL: Second Reading    [Until 10.00 p.m.]

        That this House declines to give a Second Reading to the Tobacco Advertising and Promotion Bill because there is insufficient evidence that its provisions would lead to a quantifiable reduction in tobacco consumption and yet they entail a serious restriction of freedom of expression; it contains no provisions to combat the increase in the prevalence of smoking amongst vulnerable population groups which is due to the growth in importation and sale of illegal tobacco products; nor does it address the difficulties of those sports which stand to lose financial support as a result of its provisions.

        The Second Report of the Health Committee, Session 1999-2000, on The Tobacco Industry and the Health Risks of Smoking, HC 27-I, and the Government's response thereto, Cm 4905, are relevant.

TOBACCO ADVERTISING AND PROMOTION BILL: PROGRAMME MOTION    [Up to 45 minutes]

        That the following provisions shall apply to the Tobacco Advertising and Promotion Bill—

Standing Committee

    1.    The Bill shall be committed to a Standing Committee.

    2.    Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 8th February 2001.

The Speaker will put the Question not later than 45 minutes after proceedings begin (Order of 7th November 2000).

TOBACCO ADVERTISING AND PROMOTION BILL [MONEY]:       Queen's Recommendation signified.    [No debate]

        That, for the purposes of any Act resulting from the Tobacco Advertising and Promotion Bill, it is expedient to authorise the payment out of money provided by Parliament of—

    (a) any expenditure incurred by the Secretary of State under the Act, and

    (b) any increase attributable to the Act in the sums payable under any other Act out of money so provided.
