| That this House notes that the Government has failed to improve rail services, which have got worse since May 1997, and that the rail industry is now in the grip of a crisis, that the Government has failed to invest in, or to raise a penny of private investment for, the London Underground which is now in the worst state in living memory, that the Government has failed to produce any policy on aviation, that, despite the additional money and the fanfare of publicity, the Government has failed to reverse the decline of bus transport in rural areas, that the Government's punitive taxes on petrol and diesel have destroyed the competitiveness of the United Kingdom road haulage sector and increased the tax burden on those least able to pay, that the Government has failed to deliver its commitment to reduce and then reverse traffic growth and that cuts in the roads programme have made traffic congestion worse than ever, and that Britain's roads are now in their worst condition since the 1970s; and, recalling the promises made by Labour four years ago to implement an integrated transport policy, condemns the Government for spending less on transport than previous Conservative administrations and for its utter failure to deliver any tangible improvement in Britain's transport system whatsoever.

| That this House expresses concern about the recent outbreak of foot and mouth disease, sympathy for farmers facing the loss of their livelihoods and for others working in the livestock sector, and appreciation of the work of those fighting to contain the spread of the disease; endorses the action of the Government to restrict the movement of livestock; welcomes its efforts to identify the source of the outbreak; urges, where necessary, a temporary suspension of rights of way across farmland; welcomes the Government's announcement that it will draw down the full amount of agri-monetary compensation available for livestock farmers; and calls on the Government to consider what other help can be given to the industry.
