        Bill to require the Secretary of State to publish and implement a strategy for abolishing food poverty; to require the setting of targets for the implementation of that strategy; and for connected purposes.

        That the following provisions shall apply to the International Development Bill:

Standing Committee

    1.    The Bill shall be committed to a Standing Committee.

    2.    The Standing Committee shall have leave to sit twice on the first day on which it shall meet.

    3.    Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 15th March.

Consideration and Third Reading

    4.    Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion at Nine o'clock on the day on which those proceedings are commenced or, if that day is a Thursday, at Six o'clock on that day.

    5.    Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at Ten o'clock on the day on which those proceedings are commenced or, if that day is a Thursday, at Seven o'clock on that day.

    6.    Sessional Order B (Programming Committees) made by the House on 7th November 2000 shall not apply to proceedings on consideration and Third Reading.

                  Lords amendments and further messages from the Lords

    7.    Paragraphs (6) and (7) of Sessional Order A (varying and supplementing programme motions) made by the House on 7th November 2000 shall not apply to proceedings on any motion to vary or supplement this order for the purpose of allocating time to proceedings on consideration of any Lords amendments, or on any further messages from the Lords, and the question on any such motion shall be put forthwith.

        The Speaker will put the question not later than 45 minuted after proceedings begin (Order of 7th November 2000).

      (a)    any expenses incurred by the Secretary of State by virtue of this Act;

      (b)    any sums required by him for fulfilling any guarantee given under this Act;

      (c)    any increase attributable to this Act in the sums payable out of money so provided by virtue of any other Act; and

    (2)    the payment of sums into the Consolidated Fund.

INFORMING AND CONSULTING EMPLOYEES        [No debate]

        That this House takes note of the unnumbered Explanatory Memorandum from the Department of Trade and Industry dated 21st November 2000 relating to a draft Directive of the European Parliament and of the Council, establishing a general framework for informing and consulting employees in the European Community; and supports the Government's position that it is not persuaded of the need for a directive on information and consultation in undertakings operating only at national level, which is difficult to reconcile with subsidiarity and would cut across existing practices in member states to no benefit.

        That this House takes note of European Union Document No. 13572/00, Protecting the Communities' Financial Interests—the fight against fraud: Commission's Annual Report 1999; and the unnumbered Explanatory Memorandum dated 20th December 2000 submitted by HM Treasury relating to the Court of Auditors' annual report for 1999; and supports the Government's continuing efforts to promote and support measures to improve financial management and fight fraud against the EU budget.
