'.—(1) Schedule 2 shall come into force in accordance with provision made by the Secretary of State by order.
(2) But Parts IV and V of Schedule 2 shall come into force at the end of the period of one year beginning with the date on which this Act is passed.
(3) An order under subsection (1)—
(a) may make different provision for different purposes, and
(b) shall be made by statutory instrument.'.
