NEW CLAUSES

Reduction in proverty: co-ordination within Government

To move the following Clause:—

    '.—(1) The Secretary of State shall make arrangements to promote a focus on reduction in poverty throughout all Government departments and agencies in their relations with developing countries.

    (2) The Secretary of State for International Development shall, jointly with Ministers representing the Foreign and Commonwealth Office, the Department of Trade and Industry, the Ministry of Defence and the Treasury, prepare and lay before Parliament an annual report on the work done in pursuance of the arrangements made under subsection (1).'.


Reduction in poverty: aid given through third parties

To move the following Clause:—

    '. The Secretary of State shall make arrangements to ensure that no United Kingdom Government aid for a developing country or countries which is to be disbursed via a third party (including multilateral development banks, United Nations agencies, and institutions of the European Union) is made available to that third party unless he is satisfied that it is likely to contribute to a reduction in poverty.'.


Sector aid

To move the following Clause:—

    '.—(1) The Secretary of State may not provide development assistance through a sector-wide programme, unless he has first prepared a report on the proposal containing—

    (a) targets for the outputs of that aid, and

    (b) details of the arrangements agreed with the developing country or countries concerned for the monitoring of those outputs;

    and is satisfied that the countries concerned have demonstrated a record of transparency in the use of aid from the United Kingdom Government.

    (2) The report prepared under subsection (1) shall be laid before Parliament before any disbursements under the programme are made.'.


Website to assist non-Government donors

    '. The Secretary of State shall establish and maintain a website for the purpose of helping to co-ordinate, and otherwise facilitating, the international development activities of charities and private donors.'.
