NEW CLAUSES

Hardship relief

To move the following Clause:—

    '.—(1) Section 49 of the Local Government Finance Act 1988 (reduction or remission of liability) is amended as follows.

    (2) After subsection (2) of that section there is inserted—

    "(2A) For the purposes of subsection (2) 'hardship' means severe financial suffering, not being the result of financial mismanagement, which is likely to jeopardise the continuing occupation and use of the hereditament concerned by the person presently liable to pay the rates and where no reasonable alternative to a reduction in the amount of rates payable will alleviate that hardship.".'.


Exemption of equestrian enterprises from non-domestic rating

To move the following Clause:—

    '.—In paragraph 5(1) of Schedule 5 to the Local Government Finance Act 1988, after sub-paragraph (a) there is inserted—

    "(aa) it is used for the keeping or breeding of horses as part or all of a business.".'.
