Clause 2, page 2, line 12, at end add ', and such an order shall have effect only on approval by both Houses of Parliament.
(4) The Secretary of State shall consult all political parties represented in Parliament before making an order under subsection (1) above.'.

Clause 2, page 2, line 12, at end add—
'(4) In making any order under subsection (1) the Secretary of State shall have due regard to the advice of the Electoral Commission on any matters related thereto.'.
