(b) absolute gains and (c) relative gains by income decile of increasing the amount of income subject to basic rate tax by £1,000; and if he will make a statement. [158073]
Dawn Primarolo: The full-year cost of increasing the income tax basic rate limit by £1,000 in 2001-02 is estimated to be £½ billion. All gainers would be in the top income decile. They would gain £175 on average, which represents a 1 per cent. reduction in their tax liability.
These estimates are based on the survey of personal incomes and consistent with the March 2001 Budget.
Mr. Opik: To ask the Chancellor of the Exchequer when he intends to publish details of the proposed scheme for the provision of relief against business rates for amateur sports clubs; when he intends to commence the scheme; and if he will make a statement. [158120]
Dawn Primarolo: In the light of representations received following the introduction of the package of enhanced tax reliefs for charities in Budget 2000, Budget 2001 announced that the Government would consider the best way for tax relief to help community amateur sports clubs that a make a positive contribution to their local communities. The Government will work with key organisations from sport and the voluntary sector to draw up detailed proposals over the next few months, which we will then publish for a period of wider consultation later this year. The Government will announce firm proposals in the light of consideration of the responses we receive.
Mr. Blizzard: To ask the Chancellor of the Exchequer what factors underlay his decision to raise motorcycle excise duty by £5. [158407]
Mr. Timms: The Chancellor announced in Budget 2001 that rates of vehicle excise duty for motorcycles would be frozen until at least 2002.
Budget 2000 announced that the general rate of vehicle excise duty for cars would rise by £5 to £160, but deferred the increase until 1 March 2001. Alongside this, the rate of vehicle excise duty for motorcycles with engines over 400 cc rose by £5 per annum. This was the first increase, since the Government were elected, for motorcycles of this engine size. There was no increase in vehicle excise duty for motorcycles below 400 cc.
Mr. Efford: To ask the Chancellor of the Exchequer what the annual cost would be to the Exchequer of zero-rating audio books and audio newspapers from VAT. [157533]
Dawn Primarolo: No accurate estimate is available.
