1Sixth Standing Committee on Delegated Legislation,—Mr Nicholas Winterton reported from the Sixth Standing Committee on Delegated Legislation the draft Terrorism Act 2000 (Code of Practice on Video Recording of Interviews) (Northern Ireland) Order 2001 and the draft Terrorism Act 2000 (Code of Practice on the Exercise of Police Powers) (Northern Ireland) Order 2001.

Minutes of Proceedings of the Committee to lie upon the Table.

2Analysis of Costs and Benefits (European Union),—A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to establish a Parliamentary Commission to investigate and report regularly to Parliament, at intervals to be determined by Parliament, on the costs and the benefits of the United Kingdom's membership of the European Union—(Mr Michael Fabricant);

And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nomination of select committees at the commencement of public business):—It was agreed to.

Ordered, That Mr Michael Fabricant, Mr John Wilkinson, Mr Patrick Nicholls, Mr Christopher Gill, Mr John Townend and Mr Crispin Blunt do prepare and bring in the Bill.

3Analysis of Costs and Benefits (European Union) Bill,—Mr Michael Fabricant accordingly presented a Bill to establish a Parliamentary Commission to investigate and report regularly to Parliament, at intervals to be determined by Parliament, on the costs and the benefits of the United Kingdom's membership of the European Union: And the same was read the first time; and ordered to be read a second time on Friday 20th July and to be printed [Bill 39].

4House of Commons (Removal of Clergy Disqualification) Bill,—The House of Commons (Removal of Clergy Disqualification) Bill was, according to Order, read a second time.

5House of Commons (Removal of Clergy Disqualification) Bill (Programme),—A Motion was made, and the Question being put, That the following provisions shall apply to the House of Commons (Removal of Clergy Disqualification) Bill:
