5Wheel Clamping (Restrictions) Bill,—Ms Oona King, supported by Tom Cox, Jim Fitzpatrick, Mr Geraint Davies, Mr Keith Darvill, Joan Ruddock, Mr Neil Gerrard, Ms Karen Buck, Ms Linda Perham, Ms Ruth Kelly and Ms Sally Keeble presented a Bill to provide for the maximum fee payable for the release of a wheel clamp and for the minimum time which must elapse before a vehicle may be clamped: And the same was read the first time; and ordered to be read a second time on Friday 27th April and to be printed [Bill 79].

6Criminal Defence Service (Advice and Assistance) Bill [Lords],—The House, according to Order, proceeded to consider the Criminal Defence Service (Advice and Assistance) Bill [Lords], not amended in the Standing Committee.

Amendment proposed to the Bill, in page 1, line 15, at the end, to insert the words—

‘(3) No regulations under subsection (1) of section 13 shall be made unless a draft of them has been laid before Parliament and approved by a resolution of each House.'.—(Mr Eric Forth.)

Question proposed, That the Amendment be made:—Amendment, by leave, withdrawn.

The Bill was read the third time, and passed, without Amendment.

7Armed Forces Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Armed Forces Bill [Money];

Resolved, That, for the purposes of any Act resulting from the Armed Forces Bill, it is expedient to authorise the payment out of money provided by Parliament of any increase attributable to the Act in the expenditure of the Secretary of State in respect of Her Majesty's Inspectors of Constabulary.—(Dr Lewis Moonie.)

8Armed Forces Bill (Programme) (No. 2),—A Motion was made, and the Question being proposed, That the following provisions shall apply to the Armed Forces Bill for the purpose of supplementing the Order of 9th January:

6. Paragraphs (6) and (7) of Sessional Order A (varying and supplementing programme motions) made by the House on 7th November 2000 shall not apply to proceedings on any motion to vary or supplement this order for the purpose of allocating time to proceedings on consideration of any Lords amendments, or on any further messages from the Lords, and the question on any such motion shall be put forthwith—(Dr Lewis Moonie);

And it being three-quarters of an hour after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Order [7th November].

13Local Government Finance,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Local Government Finance (England) Special Grant Report (No. 80) on 2001–02 Special Grant for Rate Relief in respect of Hardship Caused by Foot and Mouth Disease (House of Commons Paper No. 368), which was laid before this House on 27th March, be approved—(Mr Kevin Hughes):—It was agreed to.

14Olive Oil,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of the European Union Document No. 9431/00, Special Report No. 11/2000 of the Court of Auditors on the support scheme for olive oil; and supports the Government's aim of pressing for further reform of the regime to reduce its costs, complexity and opportunities for fraud—(Mr Kevin Hughes):—It was agreed to.

15Waste Electrical and Electronic Equipment,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 10802/00, draft directives on waste electrical and electronic equipment and on the restriction of the use of certain hazardous substances in electrical and electronic equipment; notes the Government's current negotiating line on the Document; and supports the Government's actions—(Mr Kevin Hughes);

And the Deputy Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till Wednesday 4th April, pursuant to Order [7th November].

1Medway Council Bill [Lords],—The House proceeded to consider the Lords Reason for disagreeing to the Commons Amendment to the Medway Council Bill [Lords], in page 4, line 23, to leave out from ‘business' to ‘enter' in line 24.

Resolved, That this House does not insist on its Amendment to which the Lords have disagreed.—(Mr Paul Clark.)

2Elections Bill,—Mr Secretary Straw, supported by the Prime Minister, Mr Chancellor of the Exchequer, Mr Secretary Prescott, Mr Secretary Murphy, Mr Secretary Reid and Mr Mike O'Brien, presented a Bill to postpone local elections in England and Wales and Northern Ireland, to require polls for different elections in Northern Ireland to be taken together if they are to be taken on the same day, and to make consequential provision: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 80].

Ordered, That the Explanatory Notes relating to the Elections Bill be printed [Bill 80–EN].

3Graffiti (Control),—Ordered, That leave be given to bring in a Bill to prohibit the sale of spray paint to minors; to authorise local authorities to require people subject to community service orders to undertake the removal of graffiti; and for connected purposes: And that Dr Jenny Tonge, Dr Vincent Cable, Mr Edward Davey, Mr Paul Burstow and Mr Tom Brake do prepare and bring it in.

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the International Criminal Court Bill [Lords], it is expedient to authorise—

(a) the payment out of money provided by Parliament of any expenditure of the Secretary of State incurred in consequence of the Act;

(b) the payment out of such money or the Consolidated Fund of sums in respect of contributions or benefits in respect of judicial pensions arising in connection with the appointment of the holder of a United Kingdom judicial office as a judge of the International Criminal Court;

(c) the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Mr David Jamieson):—It was agreed to.

9Christmas Day (Trading) Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Christmas Day (Trading) Bill [Money];

A Motion was made, and the Question being proposed, That, for the purposes of any Act resulting from the Christmas Day (Trading) Bill, it is expedient to authorise the payment out of money provided by Parliament of any increase attributable to the Act in the sums so payable under any other Act—(Mr Mike O'Brien);
