APPENDIX 1

Letter to the Committee from the Chief Minister, Government of Gibraltar

  You will see from the attached table, which shows a comparison of the two sets of figures, that the figures given for maximum delay, whether on entry or exit, match. The differences arise in calculating the average. The reason for this discrepancy is simply that the Royal Gibraltar Police average is calculated on the basis of delay times between 0900 hours and 2100 hours whereas the Government figures are calculated on delay times recorded throughout the 24 hours of the day.
