Letter from Mr Clive Soley MP to the Clerk of the Committee

  Thank you for your letter and enclosure. Having looked at your questions, I believe I answered most of them when I gave evidence.

  The one issue I should perhaps expand on is question 10[1]. I indicated that my preference was for people to speak on the floor of the House, but I said that I had no problem with candidates issuing manifestos or attending meetings elsewhere in the House. Clearly, however, there could be a problem if this became too extensive and large sums of money were expended on an election campaign. I think that would be a most undesirable development and, on reflection, it may be that we have to put a ban on such activities unless we can limit them in a very clear and precise way.
