Letter to the Parliamentary Commissioner
for Standards from Mr Andrew J Milne
I write further to our meeting earlier this
week.
I confirm my remarks concerning Mr Vaz during
our meeting, namely that I was in partnership with Mr S R Zaiwalla
in 1994 when a young man from Mr Vaz's office called at the partnership's
offices to collect £2,000 in cash for Mr Vaz. Mr Vaz failed
to register this payment in the Register of Members' Interests.
I also believe that Mr Zaiwalla made other payments to Mr Vaz,
always in cash, at Mr Vaz's request which were also not declared.
I would also mention that Mr Zaiwalla is the
subject of a tax investigation, currently being conducted by Special
Compliance Office of the Inland Revenue, as a result of him systematically
defrauding the Inland Revenue of in excess of £1 million
of income tax by failing to declare various income and benefits
received by him over several years. After the Labour Government
came to power he asked Mr Vaz to exercise his influence to get
the Inland Revenue investigation stopped, referring him to the
money which he had been paid. Mr Vaz promised to assist him.
I formally complain about Mr Vaz's conduct and
ask you to investigate this matter.
