Select Committee on Standards and Privileges Third Report

Annex 2A

Letter to the Parliamentary Commissioner for Standards from Mr Andrew J Milne

As a result of the controversy I spoke to the former accounts manager of Zaiwalla & Co, Brian Brown, on the telephone and enclose a copy of a note of our conversation.

I believe that the occasion which he recollects when he gave money to Mr Vaz was in fact a separate incident to the one that I remember as I have a very vivid recollection of the young man from Mr Vaz's office standing in reception when he called to collect the cash and Mr Vaz was certainly not present.

Mr Brown's comments confirm my impression that Mr Zaiwalla had been giving Mr Vaz money regularly for some years prior to 1994.

Mr Brown was arrested at my instigation in late 1994 and was sentenced to 4 years in prison for theft from the firm. I had not spoken to him since the moment of his arrest in 1994 until the telephone conversation.

I would be obliged if this letter and enclosure are not published as part of any Report the Committee may order be published.
