Select Committee on Standards and Privileges Third Report

Annex 101

Letter to the Parliamentary Commissioner for Standards from the Mr Allan Gratrix

Further to our conversation last Friday, I have scoured the papers I have and pulled out any reference to the premises I can find. The papers are originals and would appreciate it if you would return them when you are finished with them.

From the 1994 AGM minutes I can confirm that Mrs Marilyn Hall JP, was Constituency Treasurer over the period of the enclosures. It is also now clear there was a Premises Account whose purpose was to cover the costs of operating a Constituency Office and funding a full time Organiser. John Thomas the Constituency Secretary effectively filled this role although it must be said that as far as I am aware it was hardly a lucrative position.

To the best of my knowledge the 50 Club never did reach its maximum numbers so did not achieve its intended target which was to fund the office and Organiser. There was an issue concerning tax and National Insurance regulations with regard to paying an Organiser which never was satisfactorily dealt with at the time.

I hope the information will help you in your enquiry, as far as large donations to the Premises Fund is concerned the one made by Mr Atwal is the only one I can recall.
