Letter to the Parliamentary Commissioner
for Standards from Councillor Piara Singh Clair
Thank you for your recent letter and your telephone
conversation with me at the Members area of Leicester City Council.
You sent the letter to the wrong address and I have been away
over the Christmas period.
The Treasurer of the Leicester East Labour Party
in 1995 was John Robinson. Alan Gratrix was the Chair of the Party
in that year. Mr Robinson was the duly elected Treasurer who had
responsibility for these issues.
May I point out to you that the financial affairs
of the Leicester East Labour Party are matters for its members.
Each year at the Annual Meeting the Treasurer presents the accounts.
Each month the Treasurer can be questioned on them. We have annual
elections in the Labour Party. The answers to your questions are
as follows.
1. | Yes.

2. | I understand that the Labour Party solicitor has written to you and that you have been already told this information.

3. | I do not have the list of members of the Club.
|
4. | While I have been Treasurer (since 1998) Mr Attwall has made no donations to the Labour Party.
|
5. | My standing order and the rest would be payable to the Leicester East CLP Premises Fund. No, I do not have these dates. We continue to pay the secretaries telephone bill, postage etc provided receipts are put to me.

6. | Signatories to Labour Party accounts are the Chair, Secretary and Treasurer and must be by Resolution at a quorate General Meeting. They have to be members of the Labour Party.

7. | You are not a member of the Labour Party in Leicester East. You are not entitled to these accounts. Members of the Party can and have seen copies of the Annual Meeting or can question the Treasurer at each monthly meeting.

8. | I am the Treasurer.
|
In accordance with the practice of this party, I
am sending a copy of this letter to the Chair of the CLP, the
Vice-Chair and Councillor John Thomas. I am also sending a copy
of this letter to Mr Shamash.
