Select Committee on Standards and Privileges First Report


The Committee on Standards and Privileges has agreed to the following Report:—


1. We have considered a memorandum by the Parliamentary Commissioner for Standards relating to a complaint by Mrs M McDonald of Wishaw, North Lanarkshire, and others, against Mr Frank Roy, Member for Motherwell and Wishaw. The Commissioner's memorandum is appended to this Report.

2. We agree with the Commissioner's report. Betting by Members on the outcome of any parliamentary business brings discredit on the House.

3. Mr Roy has expressed his regret in the following terms:

    I would like to put on record the sincere regret that I wasn't able to foresee the huge disappointment felt by some people and outrage felt by some others. Hindsight is never available when it's really needed, and although I genuinely felt that I had done nothing wrong, nor had anything to hide, I do regret the whole episode.

4. On this occasion we recommend that no further action be taken.
