Sorry for the delay in responding to your letter
of 4 May 2000. I have been very busy over the last few weeks and
have not had the time to study your questions in detail. Now that
I have I am not sure how helpful I can be. I should stress that
while I was in charge of the budget in Scotland, it was put together
and managed by Annmarie Whyte who was the office manager. Document
one (I am faxing the rest of this to you) was an early draft of
projected costs and expenditure for the election campaign.
Question 1 a) and d) My understanding at
the time is that both would be receiving a total payment of £1,100
per month when you put their salary from the Labour Party together
with their salary from the MPs.
Question 2 a) I assume that document 2 was
put together before the decision was taken to increase Chris Winslows
salary to bring it into line with Kevin Reids.
b, c and d) I would refer you to 1a above.
e) It may be that the figure shown is the total cost
to the Party, i.e. national insurance etc.
f) This would be the total cost of Kevin Reid to
the Party for the total period he was employed. For the purpose
of the Party, a total election cost of Kevin. You will note that
there are staff named in these documents who were on the general
fund. Every person who has a sum of money against them were taken
on to help prepare for the Scottish election.
Question 3 a) and b) This represents the total expenditure
of both individuals to the Party for the purpose of the internal
election account.
As I said, Annmarie Whyte was responsible for drawing
up these documents.
I refer to your letter of 12 May 2000.
1) At the time when I started to work for the Party
in Glasgow, we did not have a media monitoring function. The comparison
you look for can be made with what Millbank pay a basic media
monitor.
11) My recollection of the extra money is that it
was administered by Annmarie Whyte.
I have tried to answer the questions as best as I
can.

I have sent a fax of the earliest financial document
I have on budget projection. This document was put together before
we had decided to move our HQ to Delta House. As you will see
note 58 we were intending at that point to use the basement in
our existing HQ.
