Select Committee on Standards and Privileges Second Report

Annex 148A

File note by the Parliamentary Commissioner for Standards

4 September 2000

I telephoned Mr Rowley as, when drafting my memorandum, I found I was unclear on 2 points.

1.  I asked him if he could confirm the date on which he had taped the telephone conversation with Dr Reid. He replied that he believed it was the day before his meeting with me in Edinburgh. I said that would have been 20 March 2000. He confirmed that as correct.

2.  I asked him whether he had had any conversation with Mr Maxton about staff resources for the election campaign. He replied that he had not but that Mr Maxton had made the offer of his researcher to Annmarie Whyte. Annmarie Whyte had reported the offer to Mr Rowley as Mr Rowley`s agreement to the Labour Party`s part of the salary was necessary. The offer was to make Chris Winslow available to work on the campaign full-time with part of his salary coming from Mr Maxton and part from the Labour Party. (This offer was made prior to Dr Reid`s offer of Mr Reid.)

Mr Rowley confirmed this file note as correct (4 September 2000).
