Letter to Annmarie Whyte from the Parliamentary
Commissioner for Standards
I am sorry to have to trouble you again but I need
to ask you to clarify one further point. I am in the process of
writing my report to the Committee on Standards and Privileges
and have realised that I have not obtained some information which
is necessary in order to explain to the Committee the bonuses
paid to Mr Kevin Reid, Mr Winslow and Ms Hilliard for their work
on the Scottish election campaign.
I would be grateful if you would let me know the
following:
1. The number of weeks over which a member of
staff was required to have given an extra 25 hours or more work
to receive the maximum bonus.
2. Whether staff self-certified the extra hours
they had worked. If so, in what form the self-certification was
given.
3. Whether any other member of staff or manager
was required to certify or countersign the extra hours worked.
If so, who did this for these staff members?
4. Whether any of the volunteers who worked on
the campaign were paid a bonus. If so, how many were paid any
bonus and how many were paid the maximum bonus?
Perhaps you would send me copies of the records or
claims which led to the bonus assessments and payments.
