Letter to the Parliamentary Commissioner for Standards from Mr Jonathan Upton

Thank you for your fax of 20 April 2000.

As I stated in my fax sent earlier today, we do not hold any documents with financial information concerning the Scottish general election other than those which you received this morning.

I cannot speculate on the authenticity of the document sent to you. I have never seen it before. There is no record of it at Labour Party headquarters in London or at our Scottish Labour Party offices.

I can tell you that Paul McKinney, who is referred to in this document, only worked for us for a period of seven weeks, leaving on the 28th May 1998. Furthermore, as you already are aware, Chris Winslow was not employed by us until the 15th June 1998. There is no relationship between the sums of money identified as salaries for Chris Winslow and Kevin Reid to any Labour Party payscale or indeed any amount that they received or were ever proposed to receive. I would want to repeat my recommendation of caution in my earlier letter about drawing any conclusions from this document which is, at best, of doubtful provenance.
