  Footnotes:

  1.  Estimates of spend on road fuel are based on 1998 input-output results from the Office for National Statistics. Indirect spend is an allocation of spend on road fuels by the Other Land Transport sector, mainly road haulage, to its users. Adjustments have been made to reflect price increases in road fuel between 1998 and 2000. Value of output figures are also for 1998, the most recent available, but we have not attempted to make an adjustment for increases in the price of output between 1998 and 2000 for lack of a sufficiently detailed basis on which to do this. Nevertheless, since output prices across the economy rose between 3 and 4 per cent between 1998 and 2000 and there will have been a wider variation between sectors, most of the figures in the final column will be somewhat overstated. We have also assumed that the consumption of road fuels has kept broadly in step with output growth by sector, which may not be correct. For all these reasons, the figures in the final column should be treated with care, though they do give an impression of the relative position of the sectors shown.

  2.  Sectors marked * are heavy users of red diesel, of which the price rose much faster between 1998 and 2000 than the price of road fuels subject to higher rates of duty, which sheltered purchasers from the impact of increases in the underlying price of oil. Because there is no systematic information about the split between the use of red diesel and other road fuels by these sectors, our price adjustments assume that all their road fuel spend has been subject to the increase in the price of red diesel. Accordingly the figures for 2000 for these sectors are almost certainly overstated. The unusually high estimate value share estimate for organic chemicals marked ** may reflect some use of road fuels as feed stock. Though we think this is unlikely, this figure should be treated with particular care.
