Mr. Stunell: The point of my remark was to ascertain whether, in the light of changing circumstances of the market and the regulations, that target is still seen as achievablebearing in mind that the CHPA, for instance, has grave doubts that it is. Mr. Timms: The enhanced capital allowances for CHP and the exemption for business rating for good-quality CHP schemes that has been announced will help in achieving the 10 GW target. Other measures will no doubt be considered. On the basis of those current and future steps, I am confident that we will achieve the target. The hon. Member for Mid-Worcestershire mentioned our correspondence about coal for use in steam railway locomotives. I commend his diligence in pursuing his interest, and that of many others, in the well-being of steam railways. I reaffirm the points that I made in my letter to him, but unfortunately I cannot hold out the prospect of a grant for steam railway associations. Despite that, which will no doubt be a disappointment to him, I hope that the Committee will welcome the regulations. Question put and agreed to. Resolved,
