Report on operation of Article 137 TEC, as revised
Mr Francis Maude NC6 To move the following Clause:'Her Majesty's Government shall make a half-yearly report to Parliament on the implementation of Article 2, paragraph 9 of the Treaty of Nice, setting out the United Kingdom legislative and employment implications of Article 137 TEC, as revised.'.
Special representative in the area of common foreign and security policy
Mr Francis Maude NC1 To move the following Clause:'In relation to Article 1, paragraph 3 of the Treaty of Nice, amending Article 23(2) TEU, prior to a vote in the Council on the appointment of a special representative in the area of common foreign and security policy, Her Majesty's Government shall lay a report before Parliament setting out its preferred candidate for the post and shall lay a further report after the Council meeting if that candidate has not been adopted.'.
International agreements under Article 24 TEU
Mr Francis Maude NC2 To move the following Clause:'In relation to Article 1, paragraph 4 of the Treaty of Nice, amending Article 24 TEU, prior to casting a vote in the Council on any such international agreement, Her Majesty's Government shall lay before Parliament a report setting out the implications for the United Kingdom of such an agreement.'.
Free movement of persons: application of Article 251 TEC
Mr Francis Maude NC3 To move the following Clause:'In adopting measures under Articles 62(2)(a), 62(3) and 63(3)(b) TEC, the United Kingdom shall not agree to act in accordance with the procedure referred to in Article 251, in accordance with Article 67 TEC.'.
Western European Union and North Atlantic Treaty Organisation
Mr Francis Maude NC7 To move the following Clause:'This Act will not come into effect until Her Majesty's Government has laid before Parliament a report showing the implications for the Western European Union and the North Atlantic Treaty Organisation, for the future functioning of these organisations, and for the United Kingdom's role therein, of Article 1, paragraph 2 of the Nice Treaty, revising Article 17 TEU, and Article 1, paragraph 5 of the Nice Treaty, revising Article 25 TEU.'.
Adoption of decisions under Article 17, paragraph 1, TEU
Mr Francis Maude NC8 To move the following Clause:'For the purpose of Article 17, paragraph 1 of the Treaty on European Union, as amended by Article 1, paragraph 2 of the Treaty of Nice, the constitutional requirement of the United Kingdom before any decision under that paragraph (common defence) may be adopted by the United Kingdom shall be that the decision shall have been approved by an Act of Parliament.'.
Enhanced cooperation (No. 1)
Mr Francis Maude NC9 To move the following Clause:'Her Majesty's Government shall lay before Parliament a report showing the implication for the United Kingdom of Article 2, paragraph 1 of the Nice Treaty, amending Article 11 TEC, incorporating the effects of related Articles on enhanced co-operation in the TEC and TEU, including Article 1, paragraph 11 of the Nice Treaty, revising Article 43 TEU.'. Enhanced cooperation (No. 2)
Mr Francis Maude NC10 To move the following Clause:'The Government shall not take steps to participate in any proposals agreed under Article 1, paragrapah 11 of the Nice Treaty, revising Article 43 TEU, or related Articles in the Nice Treaty on enhanced co-operation in the TEC and TEU, including Article 2, paragraph 1 amending Article 11 TEC, without first having obtained the approval of each House of Parliament by resolution.'. Implications for regions of amendment to Article 161 TEC
Mr Francis Maude NC11 To move the following Clause:'Prior to 2007, Her Majesty's Government shall lay before Parliament a report assessing the implication for the regions of the United Kingdom of the changes provided for by Article 2, paragraph 14, of the Nice Treaty, amending Article 161 TEC.'.
Referendum (No. 1)
Mr Francis Maude NC12 To move the following Clause:'This Act shall not take effect prior to the laying before Parliament of the draft of an Order in Council making provision for ascertaining, by means of a referendum, the preponderance of national opinion with respect to the provisions of the Treaty signed at Nice on 26th February 2001, provided that the Order shall not be made unless separate provision has been made by Parliament for defraying out of public funds any expenses to be incurred by a Minister of the Crown or Government Department in carrying the Order into effect.'.
Report on Articles 2, 3 and 4 of Protocol on Enlargement of the EU
Mr Francis Maude NC13 To move the following Clause:'Her Majesty's Government shall lay before each House of Parliament a report showing the effect on the United Kingdom, on other member states of the European Union, and on applicant states, of Articles 2, 3 and 4 of the Protocol on the Enlargement of the European Union, annexed to the Treaty of Nice, stipulating provisions concerning the European Parliament, provisions concerning the weighting of votes in the Council and provisions concerning the Commission.'.
European Constitution

NC14 To move the following Clause:'Within three months of any proposals being put by any Member State, or the European Commission or other EU authority to the European Union for a European Constitution, Her Majesty's Government shall submit to both Houses of Parliament a White Paper on the political, economic and constitutional issues arising out of the Treaty on European Union as amended by the Nice Treaty including the issue of subsidiarity, the acquis communitaire, enhanced co-operation and of the absence of a right of cession.'.
Renegotiation

NC15 To move the following Clause:'This Act shall not come into force until an Intergovernmental Conference has been held to consider the state of the European Union in the light of the Treaty of Nice and has considered such amendments to the Treaty on European Union (as amended by the Treaty of Nice) as shall be put to that Conference by any Member State or applicant country.'.
Irish referendum

NC17 To move the following Clause:'This Act shall not come into force so long as any Member State has declined to ratify the Treaty of Nice in accordance with its constitutional requirements for the first time.'.
Prerogative of Royal Assent

NC18 To move the following Clause:'Her Majesty shall not give the Royal Assent to the European Communities (Amendment) Bill until a referendum has been held in the United Kingdom on the Nice Treaty amending the Treaty on European Union and the Treaty on the European Communities.'.
