    '17A.   In section 54(2) (appointment and functions of the inspectors of constabulary), for "the National Criminal Intelligence Service and the National Crime Squad", substitute—

    "(a)   the National Criminal Intelligence Service

    (b)   the National Crime Squad; and

    (c)   the Ministry of Defence policy, but only in relation to their jurisdiction under section 2(3A) to (3C) of the Ministry of Defence Act 1987 (c.4).".

    17B.   In section 55 (publication of reports), for "the National Criminal Intelligence Service or the National Crime Squad" substitute "the National Criminal Intelligence Service, the National Crime Squad or the Ministry of Defence police (but only in relation to their jurisdiction under section 2(3A) to (3C) of the Ministry of Defence Act 1987 (c.4)).".'.

    ANTI-TERRORISM, CRIME AND SECURITY BILL (Programme).

        
   That the following provisions shall apply to the Anti-terrorism, Crime and Security Bill:

Commital

    1.   The Bill shall be committed to a Committee of the whole House.

Programming of proceedings

    2.   Proceedings in Committee of the whole House and all remaining proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) shall be programmed.

Proceedings in Committee, on Consideration and on Third Reading

    3.     (1)   Proceedings in Committee of the whole House, any proceedings on consideration and proceedings on Third Reading shall be completed in two allotted days and (so far as not previously concluded) shall be brought to a conclusion at midnight on the second day.

    (2)   An allotted day is one on which the Bill is put down as first Government Order of the day.

Programming Committee

    4.   Sessional Order B (Programming Committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.
