    '(1A)   Before exercising any power under subsection (1) above, the Secretary of State as regards England shall issue a statement setting out the proposed financial assistance, and lay a copy before each House of Parliament.

    (1B)   If, within a 40-day period, either House resolves not to approve the proposed financial assistance, the Secretary of State shall take no further steps in relation to the proposed financial assistance.

    (1C)   If no such resolution is made within the 40-day period, the Secretary of State may make arrangements for giving the proposed financial assistance.'.

      (a) to define the respective roles and responsibilities in relation to the conduct of a maintained school (whether generally or with respect to particular matters) of the governing body and the headteacher; and

      (b) to provide for specified roles and responsibilities of the local education authority in respect of a school or class of schools to be exercised by the governing body or headteacher of each of those schools;

       provided that such regulations shall not make provision for the transfer of any existing functions of a governing body or a headteacher to a local authority.'.

    '(4)   Notwithstanding the provisions of subsection (1), the local education authority shall, if a governor, group of governors or governing body so desire, secure that that governor, group of governors or governing body is provided with their fair and reasonable financial share of such monetary and other resources made available by the local education authority for the performance of their functions under that subsection for the sole purposes of that governor, group of governors or governing body securing for himself such information as he considers (or, as the case may be, for themselves such information as they consider) appropriate in connection with the discharge of each governor's functions as a governor and securing for himself such training as he considers (or, as the case may be, for themselves such training as they consider) necessary for the effective discharge of the functions of a governor.'.
