      In section 25(5) of the Local Government Act 1974 (certain bodies to which Part 3 of that Act applies)—

            (a)   for paragraph (c) there is substituted—

          "(c) an admission appeal panel constituted in accordance with regulations under section 94(5) or 95(3) of that Act,", and

            (b)   at the end of paragraph (d) there is inserted "and

          (e) an exclusion appeal panel constituted in accordance with regulations under section 49 of the Education Act 2002.".'
