       'This Act shall not come into force until—

    (a)   a joint committee of both Houses of Parliament is established to inquire into the provisions of this Act, and

    (b)   the report of that inquiry has been published and debated by each House of Parliament.'.

Assisting commission of the offence

    '   Any director of a clinic, company or research establishment which is involved in the commission of an offence under section 1(1) of this Act shall be deemed to have assisted the commission of the offence.'."
