Mr. Denham: We have reversed that long-term decline and we are on the way to record police numbers. It is because we will have record police numbers in this country, and because numbers are increasing in London and the south-east, that we will be able to tackle the crimes that cause concernstreet robbery, hard drugs and antisocial and yobbish behaviour. That action is already under way. Operation Safer Streets in London is hitting the rise in street crime and we will support the Metropolitan police service in its work. The new moves on antisocial behaviour orders will help to tackle loutish and yobbish behaviour, graffiti and other issues that were raised during the debate.
In the wider sense, in cleaning up the environment and removing abandoned cars, local councils will be able to move much more swiftly than they can at present, because the delays have been taken out of the system. The improvements will become apparent not just in crime reduction, housing and prosperity. Our childrenthe children of the families of London and the south-eastare doing better in our schools than ever before. Literacy and numeracy results of primary schools in London have risenfor literacy, from 64 per cent. to 74 per cent. last
year, and in the south-east from 67 per cent. to 76 per cent., and there were similar improvements in numeracy results.
Mr. Denham: More children are getting five high grades at GCSE than ever before. Over the past three years the number of children attaining key stage 2 in English has risen by 6 per cent.; in maths the figure is 3 per cent.

Mr. Denham: The hon. Member for Epping Forest (Mrs. Laing) seems to have lost interest.
Mrs. Laing: I thank the Minister for giving way after my sixth time of trying. Does he not appreciate that there are enormous teacher shortages in London and the south-east because he is taking no action whatever to put that right? He is doing nothing about house prices. He is doing nothing about finding accommodation for public servants. He is talking statistics, and he is ignoring the most important one of all. Where does he propose that teachers should live?
Mr. Denham: Having heard the hon. Lady's contribution, the one place where we can be certain that teachers will not live is in Epping Forest, as she condemned any plans to build any housing anywhere near her constituency. More importantly, there are 3,430 more teachers in London and the south-east than there were in 1997. So much for the idea that we have not taken action.
