"In explanation of the events of December 1999 which derailed the tri-sport national stadium at Wembley the Committee concluded that the non-technical views of the BOA had a disproportionate influence on the Secretary of State's decision-making, and exercised unjustified influence on the Wembley Stadium project. The immediate rejection by the Government of that report was accompanied by a media statement which said "The removal of athletics from the new Wembley was the right decision for all sports. The common convention is that the Government responds to select committee reports within two months, not half an hour.".

However, we were frustrated by the refusal of the present Secretary of State to give us sight of a Departmental Minute covering a meeting in December 1999 between Mr Ken Bates, then Chairman of WNSL, and the former Secretary of State (to which Mr Smith referred in his letter to the Committee)."
