58. In view of our concerns about the timing of the Order and about its possible effect on the ability of the Government to proceed with further regulatory reform orders relating to relaxation of licencing hours on special occasions, we have concluded that the proposal should be amended as suggested in paragraphs 45 and 52 above before a draft Order is laid before the House.
