Letter to the Clerk of the Deregulation and Regulatory
Reform Committee from the Acting Chief Executive, The British
Institute of Innkeeping (dated 17 September 2001)
Thank you for your letter of July 19, 2001 with regards
to the Regulatory Reform Order for New Year's
Eve licensing hours.
The BII understands the problems caused by the Parliamentary
timetable. However, Deregulation this year was, following the
Millennium experience, meant to be a test case in more usual circumstances.
Therefore, continuing the deregulation process is important for
the future and there would be great disappointment, and indeed
some scepticism, if this didn't
happen.
Furthermore, even if the order only came into effect
in December, it would bring conformity across England and Wales
thus alleviating injustices created by differing licensing conditions
existing side by side on New Year's
Eve.
As an Institute, we do hope that you will encourage
the Deregulation and Regulatory Reform Committee to keep this
issue on the table. We support the call from the Brewers and Licensed
Retailers Association to give oral evidence to the Committee to
strengthen the case.
