Further letter from the Clerk of the Committee
to the Department for Work and Pensions
Proposal for the Regulatory Reform (Vaccine Damage
Payments Act 1979) Order 2002
Thank you for your letters of 8 and 13 February,
which the Committee considered at its meeting this morning.
The Committee wishes to consider further the proposal
to designate the transitional provisions as subordinate. Bearing
in mind that a subordinate provisions order could be brought forward
without any prior consultation; that the transitional provisions
in the Order are as provided for in the original consultation
on the proposal; and that the original consultation did not envisage
that the transitional provisions might be subject to further amendment,
the Committee would like to know in what circumstances the Government
might envisage amending these provisions, and to what end. Examples
would be helpful.
